Sgt. Rachel Fowler

Sergeant Rachel Fowler joined the Raleigh Police Department in 2011, where she served as a patrol officer prior to returning home to Tennessee in 2014 and joining the ranks of the Knoxville Police Department. During her tenure at KPD, Sergeant Fowler has served in many roles, including Field Operations, Internal Affairs, Violent Crimes, and her current assignment, the Homicide Unit.

In 2016, Sergeant Fowler joined the Crisis Negotiations Unit. In 2020, she became the CNU’s Executive Officer, and in 2025 she assumed the role of Commander. During her decade on the CNU, she has responded to more than 100 CNU emergency activations, with half of those falling under her direct supervision. In late 2025, the CNU began partnering with the Special Operations Squad (KPD’s SWAT) for activations on all high-risk search warrant services. In just over a year, the CNU has assisted with approximately 20 of those operations. In 2023, Sergeant Fowler assisted with the development of the Tennessee Crisis Negotiators Association. She is also on the Board of Directors for the Tennessee Crisis Negotiators Association where she serves as the East Tennessee representative.

Sergeant Fowler graduated summa cum laude with a Bachelor of Arts from East Tennessee State University prior to earning her Juris Doctor from the University of Tennessee College of Law.
